Cherry Blossoms in Ueno Park

Today, I visited ueno park that is one of the most popular cherry blossom viewing point in Tokyo.
Today is wednesday, and cloudy, but the park is so crowded.
I think those cherry blossoms in the park will be in full bloom soon.

On the scond photo, are the blue plastic(?) quarters reserved with names on it, or what? And are they there to protect the lawn?
