This is a well known statue in ueno park.
I thik it is a symbol of ueno.
Saigo Takamori is one of leader of the Meiji Restoration.
This is a statue that Saigo take a dog out for a walk.
It is very popular for visiters of the park.
But, they say that his wife didn't like it, Because she thought those clothes in the statue are poor.
(note)"Saigo" is family name.
"Takamori" is first name"

All the pictures(in this post and former posts) of the park show a wonderful place, peaceful and with many attractive different things.The place seems so different of what you showed before of modern Tokyo.
I find funny that the wife did not like the statue:she cares about the clothes, when she should simply be proud of seeing her man having his own statue!...

Very grand statue. He looks very majestic inspite of the poor clothes. Was he alive when this statue was erected in his honor?
